Position Summary

HIGHLIGHTS

Plant Utilities Engineer 2 is a working supervisor with direct responsibility for the operation, preventive maintenance and repair of a full range, in size, type and pressure, of steam or hot water boilers and auxiliary heating system equipment, and the mechanical equipment outside of the power plant. This can include, but is not limited to, steam lines, mechanical equipment rooms, refrigeration and air-conditioning equipment of various types, chillers, pumps, air compressors, temperature and humidity control systems, plumbing systems, pneumatic and electronic computerized control systems, auxiliary and emergency generators, portable emergency equipment, transformers, switch gear, electrical distribution systems, sprinkler and fire safety systems, elevators and HVAC fan systems, fired and unfired pressure vessels and water treatment systems, such as water softeners, chlorination systems, deionized water systems, and ph adjustment systems.

DIVISION OPERATING NEEDS

-Working knowledge of the construction and the safe and efficient operation of boilers, chillers, auxiliary heating, ventilating and air-conditioning equipment, and high and low voltage electrical and generating equipment.
-Working knowledge of the methods, materials and tools used in the maintenance and repair of boiler, chiller, auxiliary heating, ventilating and air-conditioning equipment, and high and low voltage electrical and generating equipment.
-Working knowledge of the methods, materials and tools used in making mechanical and routine electrical repairs to heating, ventilating, air-conditioning, refrigeration, plumbing, pneumatic control systems and direct digital and other microprocessor controlled systems.
-Working knowledge of OSHA, PESH, EPA, DEC, Health, NYS Uniform Fire Prevention and Building Code and Labor rules and regulations as they relate to the requirements of the occupation, including oil spills, chemical spills, air quality, stack emissions and water contamination.
-Working knowledge of the operation of computer driven control and energy management systems.
-Working knowledge of the methods, material and tools used to troubleshoot, maintain and repair sprinkler and fire alarm systems, elevators and switch gear and electrical distribution systems.
-Working knowledge of the methods, materials and tools used in the maintenance, repair and balancing of building ventilation systems, air handlers, fans and hydronic systems.
-Working knowledge of energy conservation concepts.
-Working knowledge of the principal and practices of supervision.
-Working knowledge of the agencies’ and facilities’ policies, practices, and standards relating to mechanical and electrical equipment operations.
-Ability to read and interpret technical manuals, specifications, design drawings and wiring diagrams.
-Ability to diagnose mechanical and electrical problems.
-Ability to handle and use hazardous chemicals.
-Ability to work in confined spaces and use appropriate breathing apparatus.
-Ability to climb, stoop and to do moderately heavy lifting.
-Ability to train and supervise others.
-Ability to estimate material and equipment requirements and costs of maintenance and repair work.
-Ability to plan and schedule work.
-Ability to evaluate, train and counsel subordinates.
-May be required to obtain asbestos handler and/or supervisor certification.

MINIMUM QUALIFICATIONS

One year of permanent service as a Plant Utilities Engineer 1.

Supervision Received

This position will be supervised by the Plant Utilities Engineer 3, SG-19.

Supervision Exercised

This position will supervise multiple Plant Utilities Engineer’s 1, Plant Utilities Assistants and a few Plant Utilities Helpers.

Function 1: Operate the Plant and Satellite Boiler Systems

-Provide supervision and assistance in the operation and maintenance of the Central Plant and Satellite Boiler Systems, the underground steam and condensate distribution systems as well as main water and natural gas distribution systems. This includes, but is not limited to, steam, condensate, water, natural gas and HVAC.
-Provide supervision and assistance in the operation and maintenance of the Central Heating Plant in the absence of the Plant Utilities Engineer 3.

Function 2: Repairs and Preventative Maintenance

-Schedule repairs and preventative maintenance, and inspect for completeness, quality, timeliness and safe work practices
-Utilizing daily operations, advise subordinate staff of necessary adjustments to boiler combustions processes and operating parameters, HVAC processes and operating parameters to insure maximum efficiency and to insure continuous operation
-Provide oral instruction, recommendations and assistance to subordinates

Function 3: Coordinate projects in progress

-Correspond daily with the PUE 3 and other trade supervisors, the Work Control Center, Contractors and vendors for the purpose of coordinating and scheduling current jobs.
-Establish and revise schedules to provide appropriate staffing and to maintain services
-Oversee the scheduling and work performance of your staff

Function 4: Maintain Parts Inventory

-Monitor and maintain a spare parts inventory, with the goal of insuring uninterrupted service to the campus community
-Utilize historic use data to estimate and establish annual quantities and cost
-Reorder as necessary utilizing proper forms and established procedures to acquire needed items in a timely accurate manner
-Provide periodic data, analysis and statistics for the preparation and submission of reports
